Special plan

The Special Plan concept is provided for in Article 18 of Law 27/92 of 24th November concerning State Ports and the Merchant Navy.

It applies to the legal ordering and town planning of the Port of Avilés Service Area, which shall be governed by the Special Plan's Town Planning Regulations. The latter serve to define limits with respect to ground use, and also include specific conditions as regards the application and development of aforesaid area as a general port system.

The Port of Avilés service area lies within the confines of three different municipalities: Avilés, Castrillón and Gozón. This circumstance means that planning issues concerning the port area have to be dealt with through a supra-municipal instrument: a Special Territorial Plan.

At present, this plan is undergoing the corresponding approval process.
